This project was a public consultation document created to help the Southland District Council explain two options for how water services (like drinking water, wastewater, and stormwater) could be managed in the future. My job was to design the full document, so it was easy for people in the community to read, understand, and respond to.

The design is built around the idea of pipes, which not only represent the water system but also help guide readers through the information. The pipes are used in timelines, page dividers, and layout paths to make the document feel connected and easy to follow.

I used shades of blue to reflect the topic of water and to create a clean, trustworthy look. The layout uses clear headings, simple icons, and lots of structure to help break down detailed and technical content into parts that are easier to understand.

The final document is designed to help people understand their choices and encourage them to have their say. It’s informative, easy to navigate, and visually engaging—supporting both the Council’s goals and the needs of the community.
